    Rogers Proposes the Respect for Fallen Heroes Act

 

    While attending the funeral of a Michigan soldier who died of combat wounds suffered in Iraq, protestors attempted to disrupt the funeral by shouting vile and harassing slogans at the family and other mourners. Military families mourning the loss of a loved one killed in the defense of our nation deserve the right to say their final goodbyes in peace.  America honors and respects our soldiers, and none more than those who die defending freedom and our nation

 

    Next week, I will be introducing federal legislation to protect grieving military families by banning protestors from military funerals.   This legislation, the Respect for America's Fallen Heroes Act, will prohibit  demonstrating one hour before and one hour after the service for a fallen solider and keep the protesters 500 feet from the grieving family.  No family burying a son or daughter, a husband or wife, a brother or sister, should be faced with the insults, verbal attacks, and intimidation that these protestors were screaming or displaying on signs.  This common sense legislation will he! lp to protect military families in their most difficult  hour and is narrowly tailored to fit within the time and place restrictions consistently upheld by the Supreme Court.

 

    Giving citizens an opportunity to participate in the process and support the legislation, I launched an on-line petition.  The petition will allow citizens to express honor and respect for our American soldiers who make the   ultimate sacrifice for the nation, as well as support for the people they love and leave behind. The petition and comments from citizens will be presented to the House Veterans Affairs Committee at an April 6 hearing in

    Washington.

With blood-thirsty terrorists desperate to enter our country and do as much harm as they possibly can, America needs to quickly focus on developing and implementing immigration reform that secures our borders and that is fair and  enforceable. A Time Magazine article estimated that as many as 190,000 illegals from countries other than Mexico melted into the U.S. population in 2004.

And the social expenses of illegal immigration for health care, retirement funding, education and law enforcement are accruing at the rate of $30 BILLION a year according to a recent economic study of the impact of illegal immigration.

 

Twenty-nine percent of the inmates in federal prisons are aliens, according to the 2002 Bureau of Justice Statistics. And according to House Concurrent Resolution 95 that passed the U.S. Senate in March of 2003, the "costs associated with the incarceration of undocumented criminal aliens" cost state and local governments more than $13 BILLION in Fiscal Year 2002! A recent Wall Street Journal article notes, "In the ten months ending this July 24, (2005) border agents in Tucson, Ariz., arrested 375,000 illegals.

 

More than 28,000 had criminal records and dozens more came from potentially worrisome countries such as Iran and Yemen." Something has to be done. Re: Support HR 1366 Combat-Related Special Compensation Act for Inclusion in the 2007 NDAA

 

Dear Senator Boxer:

 

HR 1366, Combat-Related Special Compensation Act of 2005, introduced 17 March 2005 by Rep Mike Bilirakis (FL), is still valid for this 2nd session of the 109th Congress, and we need to press for its inclusion in the 2007 National Defense Authorization Act.

 

HR 1366 would authorize combat-related special compensation (CRSC) pay to any military retiree who is entitled to retired pay and has a combat-related disability. (Currently, a retiree must meet those requirements and also have completed at least 20 years of retirement-creditable military service.)

 

HR 1366 would provide a special compensation rule for medical disability retirees retired under Chapter 61 with less than 20 years of service.

 

This legislation would benefit 188,000 Chapter 61 medical disability retirees.

 

Unfortunately, as written HR 1366 would exclude Reservists with at least 15 retirement years who are given constructive credit for 20 years for retirement because of their disability (10 USC Sec 12731b), but we can work on that.
