Dear Representative Barbara Boxer
I am writing to ask for your support and cosponsor of S 407 or HR 602, a bill to
make much needed improvements in health care for military retirees.
In 2003, the U.S. Supreme Court refused to hear an appeal by pre-1956 service
entrants, led by Medal of Honor recipient Col. Bud Day USAF (ret). These members
were led to believe by military recruiters and other officials that they would
receive lifetime health care at no cost for serving 20 or more years. This
action upheld a lower court ruling that expressed empathy with the Medicare and
other out-of-pocket expenses forced on these members, but stated that relief
must come from Congress. S-407 and H.R. 602 the "Keep our Promise to America's
Military Retirees Act" would partially compensate this group of military
retirees for years of health care costs by exempting them from paying Medicare
Part B premiums.
These bills would extend to all military retirees and family members the option
of enrolling in the Federal Employees Health Benefits Program. This is necessary
because a lack of participating providers makes it extremely difficult or
impossible for military retirees to use military TRICARE insurance in many parts
of the country. If enacted, this bill would mark a great step forward in the
effort to make good on government promises.
I urge you to cosponsor and seek enactment of S-407 or HR 602, the "Keep our
Promise to America's Military Retirees Act".
