Dear Mr. Santos:
Thank you for contacting me regarding the North American Cooperative Security
Act. I always appreciate hearing the views of my constituents, and I am glad you
took the time to correspond with me.
As you know, the North American Cooperative Security Act (H.R. 2672) directs the
Secretary of State to provide a framework for enhanced security management,
communication, and coordination among the United States, Canada, and Mexico.
This program is expected to improve border security for the U.S., Canada,
Belize, Guatemala and Mexico. In this program, a database tracking Central
American gangs will be established and negotiate with other countries to accept
the International Civil Aviation Organization Annex 9 one-time travel document
in lieu of the official travel documents to eliminate presentation of fraudulent
travel documents. This will facilitate the removal of inadmissible aliens from
the United States, with a focus on potentially dangerous criminal aliens or
terrorists.
The Trinational Call for a North American Economic and Security Community by
2010, new release at http://www.cfr.org , also
states that the North American economic and security community addresses “shared
security threats, challenges to competitiveness, and interest in broad-based
development across the three countries,” the United States, Canada and Mexico.
I will be sure to keep your views concerning this issue in mind as it progresses
